Not sure your intent here or the source of your data, but the STL figure is very misleading. The CITY of St. Louis is independent of St. Louis COUNTY (one of the very few well-known cities independent of the counties named after them - Baltimore being the other).
St. Louis CITY urban population is about 286k
Metropolitan St. Louis is approximately 2.8 million
Accordingly, stats that don’t include the metropolitan area eg. crime stats are wildly misleading. I suspect that is what’s going on with your source.
The other question I have would be do your figures include the $790 million that dickhead Stan Kroenke was ordered to pay the area for moving the Rams?
