Spokane is not Spokane county.
Eastern Washington is very conservative and Spokane is right on the boarder with north Idaho (extremely conservative). Spokane it's self is liberal. The area outside the city, (still in Spokane County) is conservative.

Kind of like Birmingham and Tuscaloosa (cities with Democratic Mayors in Republican Counties), I guess.
