No one was comparing the safety of those places. The guy that originally brought up Beale and Bourbon was just using those as examples of places that belligerently drunk people can blend into a crowd, which I think is fair.

I have only been to Beale st a few times but I can promise you, in NOLA if you wander off Bourbon st in the condition he was in, this “blending” in you speak of won’t be a thing. Something is going to happen to you more often than not. It happened to someone in our wedding party the night before our wedding. I would venture to say someone might even be stalking you if they saw you walking like that drunk by yourself on Bourbon. It’s just not the same.
