Watch the guy in the white shirt and his buddy, scoping the kid out the whole time he was stumbling around. Then taking off after him right at the end of the video.

What you describe is not at all close to what's shown in the video.

He was just waiting for the walk sign while others didn't. You can see that him "taking off" coincides with the walk sign changing - doesn't look suspicious to me
