Because when people say a drug is "illegal" there are almost always exemptions. We know that an "illegal" drug is one that is federally scheduled

If your argument is that no drug is illegal that would at least be a consistent point, but it seems you weren't aware a lot of drugs you consider to be "legal" are also available via prescription and most people would call them "illegal drugs"

If someone says cocaine is an illegal drug you wouldn't bat an eye, but it's also available via prescription. In other words, you know exactly what is meant by "illegal drug"
