As is insulin. Nearly every medicine ever made requires a prescription.
Another way to think of it is that they're completely legal when you have a prescription. Steroids are in that category. Heroin is not.

Illegal unless you have an exception? Agreed! Or, for shorthand, "illegal drugs"
Fun fact: you can actually get heroin in the hospital. That would be an exception.
