Illegal = a federally scheduled drug
No, illegal = against the law. Can't take it even with a prescription. LSD is illegal. Cocaine is Illegal. Steroids and opiates are legal, they just require a prescription. Just like insulin.

Cocaine is available in multiple prescriptions.
You can have LSD for research.
So it's not as cut and dry as you're saying. Most people consider a scheduled drug to be an illegal drug, because it's illegal to possess without special conditions.
