They aren't.
I've been taking steroids every other week with my chemotherapy for the last 8 months.
It is illegal to take without a prescription, but that's true of most medicines. Very few are in fact over the counter.

Is this a serious comment? Huge difference between corticosteroids and anabolic steroids
