It actually works out better with 3 permanent opponents and 9 games.

With that setup you play 3 teams every year and 12 teams twice every 4 years. You basically only need a 4 year schedule that repeats after that. Any player that goes to a SEC school for 4 seasons will play home and home against every SEC team in the conference (other than games played at Neutral sites like UGA/UF or Texas/OU).
