The school's responsibility is for the compliance of the NIL contract.

Players have to disclose their NIL deals to the school they attend.

The school is tasked with making sure those contracts don't have any inducements to attend a school in them. If they do, the school is responsible for suspending the player as long as the contract is in effect.

As far as collective vs broker, the NCAA rules don't view them differently. Both are considered boosters by NCAA bylaws, and thus the school is responsible for any NCAA rules broken by those entities.
