I didn't see why nil laws has anything to do with what the NCAA considers permissible or impermissible. The NCAA is a private organisation, all the participating institutions do so voluntarily. Just because a state says college athlete's can sign nil doesn't mean the NCAA has to consider them eligible based on their own internal rules of competition
