And that's where the contracts need to be regulated more to not allow pay to play to happen without it being spelled out as pay to play.
It's not hard to look at a contractual requirement like that and say "No, that's pay to play".

Exactly. It’s amazing to me that people still don’t understand the language that is used in these contracts.
