They should definitely be able to leave but they really need regulations on it. Like a free first time with no penalty and after that some kind of penalty if you don't have a good reason like before.
The NIL should all be done as contracts where they can have to pay if a team invest and you leave before time. But this will lead to needing agents and lawyers and basically have agents talking to schools for players not in the portal and backdoor deals.

Texas and then either A&M or Oklahoma. Oklahoma had a losing season in 2022 but they got a bunch of kids in the 2023 class that they otherwise had no business getting because they bought them.

He is a great rb, maybe he will grow up some and be a better teammate than he was the last 2 years.

Our collective actually spends in line with the market. The emphasis is on UT athletes maximizing their Name Image & Likeness. To date, approximately 3,000 deals have been inked with brands like Bose, United Airlines, 7-Eleven, etc.

What most UGA fans claim and what is demonstrably apparent is that UGA does not go for ultimatums from players who have not proven themselves at UGA...given the choice between Carson Beck, for example, and the stud that went to Nebraska, UGA is going to stick with the Carson Becks. The talent that UGA has lost the last 3 years to the Portal is more talent than a handful of teams have on their roster at any point and the talent that UGA has taken from the portal is not a huge number. UGA recruits well, as good as anyone and better than most...NIL deals at UGA are reportedly focused on THOSE players, not mercanaries, especially ones that have taken a snap or taken many...

Many of them also have a LOT of baggage which makes them a bad fit at school A but a good fit at school B.
Outside of quarterbacks who has transferred who made a HUGE impact on their new team? I don't mean played well and put up good numbers but made a team a contender?

Which programs are doing a good job keeping teams intact, having key players not opt out early for the draft or leave via portal for other programs? Since it's a competitive field and you could jump almost anywhere (or declare early), that's probably a good sign that their NIL deals are working smoothly.
I'm not saying LSU is the best, but they did get Daniels to return for his Heisman run, didn't lose Nussmeier while he sat behind Daniels for 2 seasons, haven't lost really lost much to the portal... offhand, the only guys I can think of are a corner to Arkansas before Kelly's first season, when he didn't comply with the new regime; Walker Howard, a highly recruited QB who found himself locked in at 3rd in the depth chart with no chance at going up; and now this year a freshman OT that doesn't want to sit behind an All American. That's 3 guys, plus a couple others who came this year via portal, didn't work out (Harris, Chestnut) and are going back where they came from.
The only loss that really hurts is the OT, but you can't please everyone.
That, to me, sounds like the NIL is working at LSU, the core is staying intact.

So what. You ever look at a list of the "wealthiest" states in the country? Pretty sure the top 10 might have one decent college football program in the entire bunch. The northeast of the US hasn't sniffed a top football team in probably half a century. All you need is a handful of ultra wealthy alumni and you have a successful NIL collective.

UGA is good at using NIL to process players to make room for new recruits and to bring in talent at positions that need an infusion.
They aren't going after lots of guys. But they accomplish what they set out to do very well.

Not a whole lot of difference in most of the sec. Assumption would be Arkansas and Georgia should have best NIL based on boosters but problem is none of the sec schools can play the pay for play game every year. Each of these schools will occasionally pony up big in certain years especially when they have a good in state year of recruits. That may be the best way to play it now is bid high every three or 4 years and make your run then.

Apply your money smartly to results that are more guaranteed and timely, i.e. the free agent market called the portal.
That 5 star qb you have to get with a huge NIL package won't pay off for the first year or two at least, and his first season will be a learning one. But the former 3-star DL who has produced and is viewed as one of the 5 best in the portal will produce for 2-3 years with no investment years.

Rumor in the Buckeye State is that Bjork was brought in to do just that down the road, and bring in a name coach he's rubbed elbows with in the past.
