I see a team who made the coordinator of the #33 defense the highest paid assistant coach in the country.
All I can say to that is WTF.

Baker’s new three-year deal with Mizzou would have paid him a salary of $1.9 million for 2024, with raises to $2 million and $2.1 million in the second and third years of the agreement, per a source familiar with negotiations.

By your logic everyone should be going after Ohio (not state), Air Force, SMU, Troy, and South Alabama defensive coordinator since they were all in the Top 15 in defense.
Akron, Toledo, Miami Ohio, Bowling Greer, NIU, Ball St. Also all ranked higher. Wouldnt you probably just assume those guys are ranked higher based on the opponents they play.

So LSU is spending money... LSU isn't building a nest egg to retire on, like a single person would be. It's basically a business, and it's investing money back into itself to improve.
You can say Woodward is repeating what he did at A&M, but there's a big difference: LSU has a proven track record, and A&M doesn't. A&M was guessing what MIGHT work, LSU knows what DID work.
I think the LSU money guys are aware that over the past few decades, LSU has been slightly better than UGA. That's in any given timeframe; LSU has had the slightly higher ceiling. Alabama came in during that period and jumped everyone, but now UGA has closed that gap and may be set up better than Bama. And LSU's people are seeing that they need to put effort out to catch UGA again, and they're doing it. This was after going cheap a few years with Ed O, and realizing they screwed up the longterm potential, and now they're fixing that.
And by the way, they can still afford to pay a baseball coach and a WBB's coach top dollar, without dropping into the red. The purpose of all this money is to make more, and spend it to keep things rolling. No reason to go cheap.
