There was actually a theory for it. Don't quote me verbatim, but the SEC basically crunched the numbers for both Texas and OU going back X amount of years in the Big 12 and calculated W-L records, conference championships, and/or some other criteria. OU was given the harder SEC schedule because of their performance in the Big 12.

Something like that, more or less.
