It means that he ran slower than some of the other elite corners testing at the Combine. This may mean that teams that put a lot of emphasis on speed (the late Al Davis comes to mind w/r to receivers) might grade him somewhat lower now.

Teams (GMs, coaches) that place more weight on other test results, how Arnold looks on tape and how he interviews, in other words: the complete package, may not be concerned about his slower (not slow!) 40 yard time. Yes, his recovery speed may be slightly (s)lower, but with all the other qualities Arnold brings as a corner, he may not have to rely on recovery speed as much as some of the other corners out there.

ProFootballNetwork listed Arnold as a riser, despite his 40 time:
