Make it part of the NIL deal. If they opt out of the bowl games, they have to pay a steep penalty. If it ever gets to the point that the players are considered employees of the schools, put a clause in their contracts requiring them to not opt out of games (with penalties if they do, financial and or loss of eligibility).
