The committee changes the rules each year (i.e. which of your above rules are most important in that year).

"precedent" like when UCF went undefeated, with an almost identical SOS as FSU, got left out (without losing a player that makes up 50+% of their total offense) and the playoffs had 3 teams with at least one loss (one being UGA having just lost their conference championship game).

That type of "precedent".
