Yes, maybe targeting? Maybe not. Definitely a penalty...blocking from the blindside, or whatever they call it.

There's the key. Something should be done, but it seems like they are a little overzealous, maybe?

I played eons ago, and i tend to just shrug and say, "That's football!" We were always taught to keep our heads on a swivel until the whistle is blown.
