They are claiming that Harbough has people go to opponent games and watch their sidelines to steal the signals in advance. Sending scouts to an opponent's game (or practice) for the sole intent of signal stealing is in fact illegal by NCAA rules.


This. However, I'll have to see the NCAA do something before I'll believe it. Other than declaring random players ineligible, they have become a toothless tiger.
