Whenever I see that mentioned, people often cite Michigan State, TCU, and Colorado.
Michigan State was a one year wonder. Great in 21, terrible in 22, and in 23 the university might be Harsining Mel Tucker (although Mel gave them a lot more to work with on that front than Harsin did the Barn).
TCU had a great run last year but was exposed on the biggest stage. This year...well that remains to be seen. Lost to Colorado (now the Gold Standard on how teams can build through the portal, a whole 2 games into the season), and has a bad Houston team today who got smoked by, I think Rice last weekend. We'll see how TCU fares today, but many suspect they'll be taking a step back.
Competitive teams can be built through the portal for one season, but it's yet to be proven that competitive programs (much less national championship) programs that compete at the highest levels can be built year after year. It may be possible, but it hasn't been done yet.

Washington, Tenn and I am sure there are others. There is absolutely no excuse not to show something by your full 3rd season though and that was true before the portal even.

Id rather have a team built on a solid sustainable foundation than looking for lightning in a bottle every 5 yrs.
