Did anyone actually read the article? It says:

Very similar to the gator chomp, etc. You would get a penalty for running up to an opponent and just waving in their face after a big play nowadays, so I think this is a big deal about nothing.

This thread needs to be deleted or at least have the subject edited. The person who started this thread obviously can't read. They did NOT say that horns down was a penalty. In fact, they said that as long as you don't do it in the Texas player's face it WON'T be a penalty.

It’s only a penalty if done directly at a player. No different than standing over a player taunting them.
