NYC is much easier to drive than Atlanta, and Chicago, and St Louis, and Boston. Probably LA too, I've never been to LA
ETA: forgot Dallas and Houston: if your 4-year-old has watched you drive Dallas and Houston from the back seat baby seat, your 4-year-old can drive in NYC
