Are players going to be coached up on fumbles near sidelines to just touch the ball since that is apparently all that matters?

how do you officiate instead then? unless the guy ronaldo free kicks it out of bounds what is the treshold for "intentionality"

Why cry? I was just thinking that if all it takes is touching the ball while OOBs, then it would be a good idea to tell the players to take that approach.
