Yeah, the answer to OP question is kind of Both.
Would Bama had have the same success without Saban and Bryant? No, they would have some success, but not at the level of Bryant and Saban.

Would Bryant and Saban have had the same success somewhere other than Alabama? I think the answer to this is also no. There might be a couple of places they could have but not many.
