Re-read what I said. The statement was not "is Texas A&M referred to as a tier 1 flagship university" (I think California has half a dozen plus with that designation), its "is Texas pursuing a dual flagship STRATEGY" - i.e. treating them coequal. They are not. The funding, incoming student characteristics, faculty stats, etc make this super clear. It has nothing to do with being "land locked" by the oceans and mountains surrounding Austin LOL.

Saying A&M is a flagship as if that is a proxy for being "same quality" is incorrect and misleading.
