I don't see how the university or athletic dept are responsible at all

they aren't, and it's kinda crazy that otherwise normal thinking adults are trying to spin some other kind of narrative. The incident only involved 4 people, only 1 of which was directly responsible for the outcome. Any person, businsess, or entity other than those 4 people have absolutely zero responsibility whatsoever.

UGA will throw all kinds of attorneys and PR people at this situation. One of the keys for UGA is the PR aspect. It's a terrible tragedy and the University wants to be empathetic, but still they have to travel a fine line in terms of acknowledging liability.

They aren't, but that doesn't mean they can't be sued. The did rent the vehicle and it was one of their staffers driving the car. Whether they are liable or not is moot. You can sue anyone and if a judge doesn't throw out the case then things could head south real quick.
