I'm not sure what to tell you... I did.

I see two guys in a race for the pylon. The runner lowered his pad level and dropped his head in anticipation of contact. The defensive player matched the runner's pad level and hit him the best he could to redirect the runner's forward momentum. I see a normal football play on both sides.

Pad levels have nothing to do with leading with the crown of your helmet, which is the purest definition of targeting.

Now I can understand how all of the arse whippings at the hands of UGA have made you jaded and biased. But to look at that photo and video and come to any conclusion other than targeting is idiotic at best. Even most Tenner fans on VolNation expected to get a targeting call in addition to the called TD. If it was an Auburn QB, you call it targeting. But you're jaded.
