Its not that he wasn’t taking responsibility so much as he just couldn’t “get it done.” He is a great example of the peter principal in that he simply is not a head coach, the level of his incompetence is a rung or two lower on the ladder.
Tbh, his run at Carolina, while bad, is really more Tanner’s fault than his. There was no excuse hiring Muschamp after his stint at Florida. The fact that Tanner hires him means he either was incompetent because he could not see the obvious problems at UF or he was incompetent because he could not get any other coach to come on board.

Tanner isn't a quality AD from the hiring/firing position, no doubt. But his master plans for facilities and upgrades have been phenomenal. There's no denying that the infrastructure is light years better than it was 10 years ago.
In retrospect, he should've hired Elliott when Herman and Kirby both said no. But I understand that he couldn't really do that after The Citadel game.
