Depends on which era you want to talk about. The qbs of yesteryear obviously couldn't put up the numbers you see today.
Since 2000 I'd go with Tebow or Burrow.
90s I'd go with Tommy Frazier.
I'm not old enough to remember dominant qbs of the 70s and 80s.

I am assuming you meant they did not have the chance to prove they could put up todays numbers.
I don't believe Marino was that great of a college QB, but if you could pick one guy who is infinitely more suited for todays game than that of the era he played, it would be him. Also, Jim Kelly to a lesser extent.
