Where do you want to start (other than you obviously don't know how secondary research works)? "more students" is not a goal of many universities. Many are trying to do things like "how do I have the highest completion rate?" (4 year for UTA is 73% vs 62% A&M) or "how do I get the best quality students?" (UTA top 10% 77% vs 56% A&M; test scores etc follow the same pattern) or "how do I bring diversity to our student population to reflect the state we serve?" (UTA 37% white enrolled vs 58% at A&M; Texas is 41% white) And in fact, those are example of what Texas Higher Education publishes as KPI's, not "how much graduates make on average"

That said, that is also tracked. Unfortunately, you can't get a generic "A&M" degree and a "UTA" degree - you pick majors. And when you look at it by major (i.e. apples to apples), the US Department of Education publishes data that doesn't support what you said. Lets look at a few:

Business Administration, Management and Operations (Master's Degree): UTA $127k vs A&M $110k

Mechanical Engineering (Bachelor’s Degree): UTA $70k vs A&M $72k

Computer and Information Sciences (Bachelor’s Degree): UTA $76k vs A&M $71k

Marketing (Bachelor’s Degree): UT $50k vs A&M $47k

Anthropology (Bachelor’s Degree): UTA $26k vs A&M $20k

These don't seem super material to me, OR skew towards UTA just glancing at the list. Obviously the overall mix of UG major degree awards are different, as you'd expect from an A&M school vs the flagship of a state system in the capital.
