I didn’t include Notre Dame as they have made it clear if they join a conference it will be big ten. Virginia is in top tier because they allegedly had a offer with UNC long ago, for expansion of the footprint etc.

Maybe someone can find top basketball TV draws cause let’s be honest, it’s all about money and almost all the money is in TV deals
