No he wasn't. He said that he injured his throwing arm in high school. He had the option of surgery but he was told that surgery could weaken his arm and so he passed. He was never a dual threat or his stats would say otherwise and even in that time his passing states were below average.
Newton and Manziel were much better passers than Jones. Jones only advantage was his speed but that still wasn't enough to win any big games unlike the other who were better balanced.
Unless Jones switched to WR before the draft, he was going undrafted and one of those concerns was his arm strength. That doesn't sound like a heisman trophy contender on any team. Jones was an athlete that played QB but not a true QB.

Disagree strongly on this. Manzeil was not a better passer he just played in a better system for his abilities and had an amazing talent at WR to throw 50/50 jump balls to.
Matt Jones would have flourished in a modern spread offense or hurry up.
