The NFL has free agency but there are contracts. You cannot just jump when you want, you have to become a free agent, cut, etc. This is a free for all

If we really believe that free markets are typically the best markets, why not allow players to freely transfer?

Overall, I think the portal has made football more efficient. Instead of having players waiting in line at some places, they've transferred to other places and started playing. If we want to see the best players play on Saturday, then that's what the portal is likely to provide.

Keep in mind that this is an evolving market. It's still pretty new. The fact that participants are making decisions a certain way right now doesn't mean they'll always make them this way. There will be some winners and losers, and future participants will take those lessons in when making their decisions.
