I cant Link to the article because I dont have a State paper membership, but essentially he talked about Sexual assault and how we need to stop it, firstly by addressing alcohol use.
I am not sure he was necessarily victim blaming, but a lot of students/faculty saw those comments as saying women dont need to drink a lot of alcohol so they wont be in positions to get raped.

Sounds to me like he’s talking about people who do the assaulting
Most of the time binge drinking and all hopped up on drugs
