I mean I think we pick 8th or something. That's pretty much a top pick given that the Jets and Jags always pick top 5. Look at how well they've done picking top 5 the last 8 years or so.
It's not always where you pick, it's picking the right guys that fit your locker room that the coach can maximize.

Took the Browns forever to develop a good team as well despite picking top 5 so much
