I always thought this term referred to working class jersey people who had to take the turnpike to Manhattan for their menial jobs because the menial jobs in Manhattan don't pay enough for those workers to live there. Being a Piker meant you were poor and not worthy of calling yourself a new yorker like the true manhattanites whom you serve for bread crumbs.
