There's a lot of factors they consider outside of ACT/SAT.

My son't test scores were average at best. But he had good athletics on his application, a decent GPA, leadership awards from the county we live in, the fact that he is a legacy, PLUS (the most important factor IMO) the ability to pay *full* out-of-state tuition (through an Army ROTC scholarship). He was accepted and he graduated last December.

I have no doubt they have accept a certain percentage of "average" students for their ability to pay triple the standard in-state tuition merely for the cash in-flow from a budgetary standpoint.
