Interestingly enough once upon a time Arkansas and other states had such laws prohibiting possession of electronic communication devices at school. LINK LINK
The Arkansas law was directed at possession of pagers at school with the rationale being they were utilized to facilitate drug transactions. (see second linked article above)

I'm for it. Plenty of teachers I know have complained about how half of class is a battle to get their attention away from Angry Birds.

Old school way of thinking. Teachers need to embrace technology. This is why Merica is so far behind in education.
They didn't have cell phones when I was in school and there were students who still didn't pay attention.

Great idea! Let's limit kid's access to technology and information.
They need to be memorizing facts and dates and stuff, not playing them danged fancy app things and doing the swipety swipe with their fingers.
How about letting individual teachers and schools decide on when it's appropriate and inappropriate for kids to use their cell phones? Just another piece of unnecessary, micromanaging legislation brought to you by the party of smaller government.

When I was in like 7th or 8th grade my school tried this
At first just about all the students went along with it. Slowly but surely though we all said said forget that. Also when I graduated a few years back it wasn't even the phone that was the cause of most our distractions. Mostly was just talking amongst ourselves

Make a class rule then and take them away.
We don't need a state wide law....schools can manage this with a school rule.

This seems a little far. I doubt many (if any) students are carrying around digital cameras, even if so what's the harm? And what's wrong with a student listening to music so long as it's not in class, which is already punishable in itself?

This seems like a REEEEEEALLY bad idea and I doubt any students would willfully leave their phones with a stranger, especially when there's no real way to prove whose phone is whose.

WTG Arkansas. I love my home state but this is stupid. I'm living in Georgia right now and my kid's teachers are begging parents to let the kids bring tablets so they can do extra learning while other kids are finishing up their work.

one of the local daycares here is begging parents to quit having their kids bring coffee to school. Kids from 2-5 years old.

I think the idea of letting the schools deal with it/let it be an individual classroom policy isn't bad, but the problem is enforcement. Plenty of teachers seem to complain that they don't have the authority to confiscate the cell phone in a manner that is a legitimate punishment (i.e. they are forced to give it back).
I don't think this would fix all the problems in schools with distracted students, but removing it from the equation completely could be beneficial.

Memorization and retention is now less important in many fields than the ability to search for and discover legitimate information.
There will have to be a shift in techniques to catch up to this major change.

I don't disagree. The value of rote memorization was always overstated. However, there is still some value in being able to internalize and process information.
In any case, this doesn't really seem to be a case against prohibition of cell phone use in schools. As technology becomes ubiquitous, it seems like teachers can adapt to the paradigm shift without cell phones (i.e. tablet/laptop usage, computer usage, etc.).

Lack of any memorization whatsoever leads to people who cannot find DC on a map and who cannot add 23 and 15 in their head.
There are all sorts of simple things people should know without having to look them up.
Memory itself is an ability that needs to be practiced to be maintained just like any other.

Not to be pedantic, but with wearables and eventual integrated tech, your two examples are probably on the way to obsolescence.
Why be able to point to D.C. When you can have google provide you directions and book you a ride to DC from where you are? Why add that in your head when an onboard processor can likely do it for you.
That being said, the world of integrated tech taking over base processing and memorization for us has frightening repercussions if we experience a catastrophic tech failure.

I grew up with cellphones in high school. They were confiscated til a parent picked them up. This bill is overkill. Also kids aren't gonna start paying attention if you take their phones. Some kids just don't like school and aren't gonna pay attention. Sleeping in class always happens and requires no phone. Who is legally responsible for the phone when in the schools custody? What happens if one goes missing? I'd expect a new replacement to be paid for by the school since they made me turn it in.

My son started kindergarten this year here in Illinois and they give all the kids iPads K-12.
I graduated in 06. Got my first phone when I was 14, and if you were disrupting a class they would take them away. I never had a problem, and can't remember any problems with cell phones.
