"This solution will provide funding that we can count on for year after year without ever having to raise your taxes or put one more band-aid on our state's money problems."

Bentley did not give a date for the session. Press Secretary Yasamie August said it would be announced later this week.

Some state lawmakers have said the best time to call a special session on a lottery would be in August.

"I think there's a strong chance that we can get a piece of lottery legislation out of the Legislature, if the special takes place in August," Senate President Pro Tem Del Marsh, R-Anniston, said Tuesday.

For a lottery proposal to be on the ballot in the general election Nov. 8, the Legislature would have to approve it by Aug. 24.

In his video, Bentley asks legislators to give voters a chance to decide on a lottery.

"Let's hear from the people of this great state on whether the time has come to approve a statewide lottery to help fund essential state services for our children, our elderly, those with mental illness and those who are in most need, as well as the men and women in law enforcement," the governor said.

Bentley said his plan would be allow only a lottery and no other forms of gambling.

He is proposing a statewide lottery commission to oversee the lottery.

It's been 17 years since Alabama voters rejected Gov. Don Siegelman's lottery proposal. Siegelman's lottery would have funded college scholarships, technology for schools and pre-kindergarten.

Bentley and the Legislature have grappled with funding services throughout his time in office.

The most pressing issue, for now, is the Alabama Medicaid Agency, the largest consumer of dollars from the state General Fund and a program that serves about one million Alabamians.

Earlier this year, lawmakers overrode Bentley's veto and approved a budget that appropriated $700 million from the General Fund for Medicaid for the fiscal year that starts Oct. 1.

Bentley said Medicaid needs $785 million to maintain services and to sustain a plan to changed Medicaid to a managed care program run through regional care organizations, or RCOs.

That plan has been in the works for more than three years, and the Centers for Medicare and Medicaid Services approved a waiver that could provide up to $748 million over five years to make the transition.

Bentley mentions the Medicaid reforms in his video.

"We're reforming Medicaid from top to bottom, shifting the responsibility to manage the program from government workers to private sector stakeholders," the governor said. "This will slow the growth in Medicaid spending and save the taxpayers millions of dollars."

I don't live in Alabama so this doesn't directly affect me, but it sure would be nice if some of that money found it's way to the Alabama baseball team like L5U.

Depends on whether or not some of it is diverted to a scholarship fund. Lousiana has (or maybe had? TOPS) Florida has bright futures, etc. Basicallg any in-state kid that graduates with a 3.0 in Florida is eligible for 75% tuition paid. Higher the GPA, higher the tuition percentage. So Johnny Shortstop from Birmingham now only takes up 0.25 of Alabama's 12 scholarships and he's on a full ride, which at the moment requires 1 full scholarship instead of 1/4 of one. It would allow us to offer more full rides to out of state prospects, and get 4 for the price of 1 on in state kids essentially

Not saying you didn't know that, just explaining it for those that don't. It is a definite bonus, but not going to make or break a program. LSU is where they are because they had the Bear Bryant of college baseball. The Mississippi schools are in the same boat as us

Saw that this morning. After all those years of him spewing out bull shite that "the lottery is just a tax on poor people", "not what can help the state", etc...Now he's pushing for a statewide vote, knowing neighboring states are benefitting from Alabamians traveling into their states and helping fund their education.

Now we just need to voters to help out.

They need to approve the damn proposal, this state needs that money to be honest. I believe things will be different and people will be more understanding and accepting of a state lottery.

AUM did a nice research on how a lottery/gaming bill would impact the state of AL and retail stores.

11,000 new jobs and more than $400 million in revenue. That doesn't mean they'll necessarily put it to the education fund, but lord knows schools in AL need it.

Up here in Idaho they have Powerball, Mega Millions, scratch offs and an Idaho state lottery. They get a ton of money out of it.

Think of all those alumni that come to Alabama games from around the nation and stop at a gas station in Alabama. Most would probably buy a few scratch offs on their way.

Hell, I'm sure the shell station on the Strip would make a killing.

I just never understood why Alabama never adopted a lottery bill. Our last statewide vote was 1999 and people chose in favor of not having one. I believe now they're seeing the impact it has had on other states and how it can really affect Alabama. Still pretty upset that we still have politicians in this state that say stupid shite like "well, nowhere in the bible does it state we should have a lottery".

There are a lot of people on Twitter bitching that it is even being put to a vote and are claiming they are disappointed in ever voting for him. I saw one lady saying the state of Alabama needs prayer for even considering a lottery.

I wanted the lottery 17 years ago and I still want it. These old people who don't want it are some of the biggest hypocrites I've ever seen. 17 years ago an old lady that lived up the road from my grandmother voted "no" to the lottery. That weekend she got on a bus headed to Mississippi, with a group of old people, to go to a casino. It still pisses me off.

Too bad this one will go to primarily to fund the General Fund because those spineless weasels are too moronic to realize the need to raise taxes to fix the General Fund. Really they just need to re-write the Constitution, but that's not going to happen because there's no political gain in it for them.

I will be voting No on this if it's on the ballot. A lottery to fund the General Fund and Medicaid is a recipe for disaster.

The idiot should have swallowed his pride and taken the damn Medicaid funding. I know most of the state is conservative to the core, but dammit to hell, sometimes you need to raise taxes and compromise with Washington.

As much as we need the revenue, I hope the shite fails. Make these frickers learn the hard way.

Here's the thing. A large portion of the current budget shortfall is due to Medicaid. The Medicaid shortfall could have all but been alleviated by expanding Medicaid under Obamacare. They rejected that, while also being in denial at the shrinking revenue coming into the coffers. This is a stop-gap measure that just kicks the underlying problem further down the road. If they want to both refuse expanding Medicaid, while also refusing to look for ways to raise the needed revenue, fine. But don't come to me asking me to approve a lottery that may bail your arse out on the deplorable job our state legislature has done the past 5-10 years.

One? No, he and the legislature have been in denial about the state of the budget for a few years now. They've made a mistake each session by refusing to do anything about the budget problem. So now they're going to come to me and ask me to bail them out because they couldn't do what they were elected to do? Nope, not gonna happen.

I would gladly vote for an education lottery. I'm not voting for a lottery that goes to the general fund.

The Legislature has been terrible, agreed but come on man.

The State needs this money. There are children, old folks, folks with health needs that are being ignored. Is that not important enough to you?

It's a positive step. It's also money given to the state not coming from you if you choose not to play the lotto games.

I don't get it.

frick the general fund and especially frick Medicaid. This needs to go to the schools and higher education in the form of scholarships and I'll happily vote yes. But to hell with that crooked arse general fund and Medicaid bull shite.
