I was kind of wondering about the actual times though.
why are they this
4:58 PM 800 Meters Semifinal ESPN

instead of this
5:00 PM 800 Meters Semifinal ESPN

Well you are going to have to explain what you mean by odd, but maybe someone who ran track can answer that. A track meet is a long event and a logistical nightmare. If you listen to the twin pole vaulters interview, they spoke of how they have to manage their energy because their event took 3 hours.
