Lane Kiffin is pretty bad but Derek Dooley is even worse. We'd still have a new coach but with maybe slightly better roster than what we have now.

Nowhere significant!
The recruiting beds for TN have dried out as the teams that were dormant are active now. A few teams will have to decline for TN to be relevant again.

Right now... Tennessee would be worse, Alabama would be better (because he would be their OC)!

Seems to me they are recruiting just fine right now with those dried out recruiting beds you speak of.
