Sonny Williams is THE steakhouse downtown. Had dinner there last week and it was solid. If you want to eat in the bar, there are TVs it's usually got a lively (but not obnoxious) crowd.
Allsopp and Chapelle is another solid finer dining spot.
Cache is across the street from Sonny Williams, but...

Check out Deluca's and Don's Southern Social (reservation recommended for both).
Garvin Woodland Gardens is having a great Christmas lights display (I'm assuming it goes through NYE). Advance tickets recommended, but you can usually buy the same day online....

Definitely Delucas. Call to reserve your dough - they only make so much each day.
Also, if the weather is decent, Rolando's has good food and a great patio....

Best time of year to be outside - hiking Pinnacle mountain or walking/biking the river trail downtown are top options. Take the Rock Town distillery tour (they charge, but you get samples)

The Museum of Discovery and Clinton Presidential Library in LR and the Mid-America Science museum in Hot Springs would be good for a kid that age.
Plenty of outdoor things to do in both areas. Downtown LR has a paved bike trail around the river and there's a bike rental place in the Rivermarket.

Ok, things to do as a couple in Little Rock.
Outdoors
It will likely be hot as hell in mid-July, but assuming you're from/live in Louisiana, you're used to that.
Pinnacle Mountain is a great hike with amazing views. All you'll need is a bottle of water. About 20 minute drive from downtown.
