Three-star defensive back Bailey Phillips from Duncanville, Texas announced via Twitter that he has decommitted from Tennessee.
Phillips committed to the Vols last July and is the fourth player to decommit from Tennessee's 2016 Recruiting class.
With the departure of Phillips, the Vols now have 10 commits for the class of 2016.
