Imagine a round one matchup w them and/or richt's 'canes. I think there's a real chance one of these comes to fruition in coming years.

Does 2018 effectively count as a RS year for him, giving him '19 and '20 at Washington?

Why would you say this? He has played in 2 seasons, he'll sit out next year for the transfer (unless somehow a waiver is granted, but my guess is he won't *want* the waiver, as they have a starter for one more year). He RS the 2018 season and then competes for the starting job in 19/20...

No, they don't have a decent shot at the ACC, IMO. They aren't on par with Clemson or close.

Clemson made their bones this year with a very stout DL... they are likely to lose 2 starting DE's and a DT... not to say they don't have the talent to replace it, but they have their own work cut out for them.
Miami will have to improve, as they were a bit of fool's gold this year IMO (several close wins over bad teams), but with many teams in the ACC taking a step back next season, I don't see any reason why they can't be in the mix.
We should know a good bit about them early, as they open the season with a "neutral site" game against LSU in Texas. They'll likely be outnumbered there, so should be interesting. Will also give us a preview of what LSU will be hopefully.
The rest of their OOC is FIU and Toledo + FCS Savannah State. Their conference schedule doesn't look that daunting:

Keep in mind that Clemson was a tight game against NC St from not being in the ACC championship game at all... (among others... hell BC was a game until the 4th quarter). They definitely beat the shite out of Miami in the CCG, but that was with Miami down 2 of its best players. While I don't believe they win it next year, they aren't as far away as many might think.
As to the QB comment for them, they redshirted N'Kosi Perry this year I believe... kid is talented.

Clemson won't be the team next season they were in 2017. Two losses in conference.

If Eason was smart, he'd have redshirted 2018 at UGA and graduated early, then gone to wherever the frick he wanted with no restrictions like Lambert did when he came to UGA.
If he's already having to sit out a year on a transfer, might as well do it at UGA and finish his degree and continue to hone his craft against a top tier defense on the scout team. While also getting a degree from a good school and living in Athens.
Eason leaving like this for anything less than a guaranteed starting job makes no sense.

It makes all kind of sense.
Education wise UGA is T54 & Udub is T56, so basically the same.
At Udub he gets to spend an entire year learning their playbook and graduating.
On top of that he now gets to be the local kid/ hero; where all the locals love him; ie. Fromm/Fields. As compared to having rednecks who have hated him and blamed him and only him for 2016; because they are so blind to see he basically dragged UGA to 8 wins; because the rest of the team was trash while going through 1st head coach transitions.
I don’t blame him at all, Chris Peterson is arguably a top 5 coach and QB guru. Udub just won the lottery for 2019/2020.

I agree. If he’s sitting out a year somewhere he’s further from starting than he is here at UGA (a snap away). Nothing says he’ll beat out who ever is at where he goes or whoever they might bring in over the next two years.

Jake Browning will be a senior next season. He'll graduate and Eason will step in for 2019.

Exactly! Eason gains little by staying at UGA and riding the pine. The whole point is to go somewhere, fit in, learn the offense, and be ready to go in 2019. He's not going to be ready to play at Washington if he sits here in 2018.
