This is absolutely correct. Muscular structure studies into Olympic athletes from those regions have shown distinct differences in slow twitch and fast twitch fibers. There is also cardiorespiratory endurance among Kenyans And Ethiopian vs West Africans due to being born and raised at altitude and other factors, but the muscle fiber was one of the key findings.
It’s no surprise the Southern slave trade was concentrated in West Africa. Those descended from that region dominate Olympic sprint competitions and American football power and speed positions.
It’s a combination of DNA/ethnicity and breeding. It’s just a fact.

Plus the fact that the biggest metro area in the state (Memphis) is much more of a basketball city than football city. It's beginning to even out a little more, and more resources are going into football, but you definitely see just as many 6'2, 220+ dudes trying to play basketball instead of being on the field where they should be. The USA had a lot of Olympic caliber white sprinters before America moved away from an Agrarian & Manufacturing Society to an information based society
When white Kids grew up on farms doing farm work just like Blacks you had just as many Sprinters that were white, the GI Bill and the growth of Suburban life in America created a gap in the way white kids were raised vs the way Black kids were raised and that's why we have less fast twitch white athletes
The fastest 60 yd dash on record as timed by Major League scouts belong to Bo Jackson and Mickey Mantle, a white kid that grew up on a Midwest farm
The Heisman winner from Army back in the 40s, they called him Mr Outside, he had the same time in the 200 as Deion Sanders, kid grew up on a Farm doing what rural kids do
Genetics only gives you the potential to be an elite Athlete, environment & choices is the ultimate determinant

DL is what has been the biggest difference between the SEC and the rest of the conferences for 20 years running. One half a second quicker penetration to the QB and disruption of run plays developing is what separates the SEC from all others. To answer the question posed in the OP. It’s because the South has most of the big, strong, and fast black HS players.
