Which is worse for opposing teams, cow bells of epileptic seizure flashing jumbo tron?

From watching games, the cow bells are extremely annoying, but Auburn's giant end zone screen facing opponents should not be allowed. How many kickers are blinded when they set it on epileptic seizure mode?

Some schools literally will strobe their jumbotron and ribbon boards on 3rd downs.
I've seen Kentucky and clemson do it. I don't see how that's legal
