There’s actually two of them. Jeff Pack and Preacher Franklin are the Vandy whistlers.

He's an atty & has sued several who physically assaulted him, threatened to sue any stadium that tried to make him stop and / or evict him.

Apparently he's had a few incidents over the years in Omaha where they threatened to throw him out so he/they picks his spots more carefully at the CWS.

My wife says damn that is annoying.
I tune it out after a while. The three short chirps when Vandy is on offense is tolerable but only because their fans follow it up with three short claps. Call and response.
