without a great in state talent base, I think it will be difficult for UT to rebound to the level of national championship competition
sure another coach might help but the lack of stability IS part of the problem
A big question is do national recruits view UT as a national power???? who knows but that is a MUST for UT to rebound and I am not sure that kids see them that way

If UT ever lands an amazing national recruiter as head coach, it can come back. But it will be a lot harder than a program like LSU or USC making a comeback.
CFB has evolved with tv coverage to become an in-state driven sport and UT does not fit that model well. No longer can UT raid North Alabama, North Georgia, the Carolinas, etc. Memories of Peyton Manning tearing up the SEC are fading.
An advantage you do have though is this is the SEC and that attracts recruits nationally. You have amazing facilities, and the East is weaker than ever with no dominant coach/program right now.

A few thoughts...
1. No Vols fan should be happy with 8 wins in 2012. This team is considerably better than the team that was 2 fluke endings from 8 in 2010 with a much harder schedule. A bunch of injuries and a coaching nightmare in 2011 shouldn't cause fans to lower expectations. The standards are already set. Dooley can live up to them or hit the road.
2. It's wishful thinking by fans of other teams who say Tennessee can't compete in recruiting. Dealing with instability, NCAA issues, a decade of bad football, and a coach not qualified to run a good high school team hasn't stopped Tennessee from pulling in top 15 classes. Few can recruit with Saban. UT can compete with the rest.
3. Tennessee fans deserve the low quality football we have seen. As a group, we turned a blind eye to an obvious decrease in quality because we're afraid of change. I have no doubt that in the Bama's situation, Tennessee would have retained Mike Shula after the 2006 season. That's why Bama is good and we're not. I hope we learn.

In a blink of an eye Penn State a tradition powerhouse rose from the dead from back to back losing season (7-14) to number 3 in the BCS polls.This happened with a head coach that was little more than a mascot.

Yeah, but you've gotta admit that the black-with-orange-numerals uniforms they trotted out on Halloween a couple of years ago looked pretty cool.

Tennessee state players has gotten a lot better and the trend is going to continue. Itll never be like Georgia or Florida, but it has gotten a lot better. Jalen Ramsey is one of the best corners in the class and Todd Kelly jr (2014) has good chance to be a 5 star. Tennessee had more d1 signees than Louisiana last year.

To be fair, Saban was apparently putting out feelers to Bama through his agent Jimmy Sexton during that season because his wife wanted out of Miami. If a coach like Saban was interested in the Tennessee job, UT would have fired Derek Dooley in a heartbeat.
