You're the dumbass who thinks the 11th Amendment is what expressly grants sovereign immunity in this case. The amendment says absolutely nothing regarding when a citizen of a state sues that state. Nevertheless, this type of immunity has been recognized due to a broader constitutional understanding. And if she is still a TX citizen, the analysis is virtually the same.
As a political subdivision of Arkansas, yes, UA has immunity unless the legislature has waived it.
I'm not privy to Arkansas state law regarding immunity or the waiver thereof, but the disposition of this issue would be entirely governed by Arkansas statute. If that statute is anything like ours, then it very well could be that immunity was waived when Bobby wrecked that bike.
Of course there also may be a USC 1983 action in this but I don't have near enough facts to even begin to state that with any type certainty.
Regardless, of course immunity would be an issue.

I've been reading this crap for 2 days and am still looking for someone to say that she has seen a doctor. There is no way she got out of that without bruises or broken bones.
I think that she is laying low, not only to see a lawyer but to get over whatever injuries she sustained. Arky and she are still covering up for the POS coach ya'll hired.
